State Route 99 Tulare Six-Lane Widening and Paige Avenue Interchange Improvement
Project Description
The California Department of Transportation (Caltrans) proposes to widen State Route 99 in the City of Tulare from south of the Avenue 200 Overcrossing to the north of the Prosperity Avenue Overcrossing, between post miles 25.2 and 30.6 in Tulare County. One lane would be constructed in each direction in the existing freeway median to create a six-lane freeway. The Paige Avenue Interchange would be rebuilt into a tight diamond interchange. The existing on- and off-ramps would be removed and replaced with new ramps that would lead to and from a single multilane roundabout or two multilane roundabouts. An additional roundabout would be added on Paige Avenue at Blackstone Street and another at Laspina Street.
Project Benefits
Purpose
The purpose of the project is to relieve traffic congestion along State Route 99 from Avenue 200 to Prosperity Avenue, improve deficiencies in traffic operations at the Paige Avenue Interchange, and improve access to local trucking-related facilities and the neighboring industrial area.
Need
Due to increasing traffic volumes, State Route 99 will have insufficient capacity by the year 2029, resulting in an unsatisfactory level of service. Therefore, improvements to State Route 99 are needed to relieve traffic congestion. The increasing traffic demand, which is due to growth, is causing longer vehicle delays at the existing ramp termini intersections. The proposed improvements at the Paige Avenue Interchange will improve traffic circulation.
