State Airport Capital Improvement Plan
What is the State Capital Improvement Plan?
The Capital Improvement Plan (CIP) is a ten-year planning document, published by the California Department of Transportation (Caltrans) every odd year. The CIP encompasses capital improvement and planning projects in California’s publicly owned airports. To be eligible for a State-funded Airport Improvement Program (AIP) matching grant and Acquisition and Development (A&D) grant, an airport project must be listed in the most current CIP.
How do I Participate in the CIP?
Planned Projects that fall within the designated State fiscal years are entered online through the Caltrans Airport System Manager (Caltrans ASM) database by the airport manager or representative. Additionally, the airport manager or representative must save as a PDF and sign (or e-sign) an Airport Capital Improvement Plan (ACIP) data sheet for each fiscal year (generated from the ASM database) and mail it to: caltrans.cip@dot.ca.gov
How Do I Access and Use the Database?
To access the Caltrans ASM, use the username and password that was provided in the CIP invitation e-mail to your airport and follow the instructions provided in the e-mail body and attachment. After entering project information into the database, save a PDF copy of the ACIP data sheets for each fiscal year, sign (or e-sign), and e-mail them to the Division of Aeronautics caltrans.cip@dot.ca.gov. If your credentials are not working or if your airport did not receive the CIP invitation e-mail, contact the Division of Aeronautics.

What is the Deadline to Complete the CIP Entry?
The deadline for participating in the 2023 CIP is January 31, 2023. If you need extra time to complete the process, please contact the Division of Aeronautics by e-mail at caltrans.cip@dot.ca.gov before the deadline to arrange your submittal. Please make every effort to log in and complete the process early to avoid last minute delays or difficulties.
