Advanced Transportation Technology and Innovation (ATTAIN)
Grant Program Information
The Advanced Transportation Technology and Innovation (ATTAIN) Program will provide funding to deploy, install, and operate advanced transportation technologies to improve safety, mobility, efficiency, system performance, intermodal connectivity, and infrastructure return on investment. These model deployments are expected to provide benefits in the form of:
- reduced traffic-related fatalities and injuries;
- reduced traffic congestion and improved travel time reliability;
- reduced transportation-related emissions;
- optimized multimodal system performance;
- improved access to transportation alternatives, including for underserved populations;
- improved integration of payment systems;
- public access to real-time integrated traffic, transit, and multimodal transportation information to make informed travel decisions;
- cost savings to transportation agencies, businesses, and the traveling public; or
- other benefits to transportation users and the general public.

This competitive ATTAIN Program will promote the use of innovative transportation solutions. The deployment of these technologies will provide Congress and FHWA with valuable real-life data and feedback to inform future decision-making.
Eligible Applicants
Eligible applicants include the following:
- State or local government or political subdivision thereof.
- Transit agency.
- Metropolitan planning organization (MPO).
- Multijurisdictional group made up of the above eligible applicants with a signed agreement to implement the initiative across jurisdictional boundaries.
- Consortium of research or academic institutions [23 U.S.C. 503(c)(4)(N)].

Eligible Costs
Grant recipients may use funds under this program to deploy the following advanced transportation and congestion management technologies:
- Advanced traveler information systems;
- Advanced transportation management technologies;
- Advanced transportation technologies to improve emergency evacuation and responses by federal, state, and local authorities;
- Infrastructure maintenance, monitoring, and condition assessment;
- Advanced public transportation systems;
- Transportation system performance data collection, analysis, and dissemination systems;
- Advanced safety systems, including V2V and V2I communications, technologies associated with automated vehicles, and other collision avoidance technologies, including systems using cellular technology;
- Integration of intelligent transportation systems with the smart grid and other energy distribution and charging systems;
- Integrated corridor management systems;
- Advanced parking reservation or variable pricing systems or systems to assist trucks in locating available truck parking;
- Electronic pricing, toll collection, and payment systems;
- Technology that enhances high-occupancy-vehicle toll lanes, cordon pricing, or congestion pricing;
- Integration of transportation service payment systems;
- Advanced mobility access and on-demand transportation service technologies, such as dynamic ridesharing and information systems to support human services for elderly and disabled individuals;
- Retrofitting dedicated short-range communications (DSRC) technology deployed as part of an existing pilot program to cellular vehicle-to-everything (C-V2X) technology, subject to the condition that the retrofitted technology operates only within the existing spectrum allocations for connected vehicle systems; or
- Advanced transportation technologies, in accordance with the research areas described in section 6503 of Title 491.
Grant Awards
Each fiscal year for which funding is made available for this program, the Bipartisan Infrastructure Law (BIL) requires the Secretary to request applications and to award grants to at least 5 and not more than 10 eligible entities. The BIL further requires that the awards, to the extent practicable, represent diverse technologies and geographic areas of the United States, including urban and rural areas.
