Filing a Discrimination Complaint on State Property
The California Department of Transportation (Caltrans) ensures that no person with disabilities in the state of California is excluded from participation in, denied the benefits of, or otherwise subjected to discrimination in Caltrans programs, policies, activities, and services. Caltrans is committed to working with its partners to identify and address issues with pedestrian accessibility in its infrastructure.
One of Caltrans goals is System Performance: "Utilize leadership, collaboration and strategic partnerships to develop an integrated transportation system that provides reliable and accessible mobility for travelers.“ In support of this goal, Caltrans created the ADA Infrastructure Program.
The objective of the ADA Infrastructure Program is to ensure that Caltrans' facilities are made accessible to persons with disabilities. To report an access barrier such as a missing curb ramp, a sidewalk that is too narrow for wheelchairs to pass, a lack of detectable warnings for vision impaired individuals, inaccessible pedestrian push buttons at traffic signals, etc., that are on the State Highway System infrastructure or State Right-of-Way contact us at (866) 810-6346 or submit a Grievance online:

ADA programs, services and activities not related to the State Highway System infrastructure are addressed by the Caltrans ADA Infrastructure Program:
Issues with ADA programs, services and activities not related to the State Highway System infrastructure can be sent to the Caltrans Statewide ADA Coordinator.
In accordance with Title II of the Americans with Disabilities Act of 1990, Caltrans has designated a Statewide ADA Coordinator who is responsible to coordinate ADA compliance across the State.
